The Spencerville CIC began in 2006 when local leaders came together in response to factory closures that impacted our community. What started as a grassroots effort grew into a certified nonprofit focused on economic growth, job creation, and community revitalization. Today, we continue that mission—driven by collaboration, progress, and pride in Spencerville’s future.

Our Mission
The Spencerville Community Improvement Corporation (CIC) is dedicated to strengthening the economic vitality of the greater Spencerville area, aligned with the boundaries of the Spencerville School District.
Our mission is to retain, grow, and attract capital investment and job opportunities by leveraging private resources and public support. We actively promote the use of financial incentives, tax benefits, and technical training programs available through local, state, and federal partnerships to drive sustainable development and community success.

Our Board Members

Allen McMichael
Allen is the Spencer Township representative and serves as the president of the CIC. He has been a member of the CIC since 2012.

Courtney Brown
Courtney currently serves as Vice President of the CIC and represents the Village of Spencerville where she serves as the council president. She has been a member of the CIC since 2022.

Janice Warnecke
Janice is a member at-large and serves as the treasurer of the CIC. Shee has been a member of the CIC since 2014.

Brian Woods
Brian is the Superintendent of Spencerville Local Schools and serves as the secretary of the CIC. He has been a member of the CIC since August of 2023.

Jim Penix
Jim is a Spencerville Village Council member and represents the council on the CIC. He has been a member of the CIC since March of 2025.

Bob McCollow
As the owner and operator of Spencerville Hardware, Bob represents Spencerville businesses on the CIC. Bob has been a member since 2022.

Chris Shafer
Chris has served as an at-large member of the CIC since April of 2025.
